 daniel carter headshot 500x500.jpgS. Daniel Carter, President SAFE Campuses, LLC., has been at the forefront of advancing campus safety and victims’ rights nationally for over 30 years. He began his career as a student activist at the University of Tennessee – Knoxville, inspired to get involved after an on-campus murder. Upon graduation in 1994 with a B.A. in Political Science, Carter went to work for the non-profit Security On Campus, Inc. (SOC, now the Clery Center). While at the Clery Center he worked on public policy, developed a national victims’ advocacy program to serve the unique needs of campus crime victims, and in 2005 began development of the first multi-disciplinary Jeanne Clery Act training program. During his tenure there through 2012, Carter led the training program, and personally trained more than 2,000 college and university officials. From 2012 to 2015, Carter served as the Director of the VTV Family Outreach Foundation’s 32 National Campus Safety Initiative (32 NCSI) developing a robust self-assessment tool that colleges and universities can use to conduct an objective analysis of a full range of institutional safety and security facilities, policies, and procedures.

Jay Johnson, Campus Public Safety Advisor SAFE Campuses, LLC., has 24 years in law enforcement with wide experience in private security, municipal and campus law enforcement, police instructor, and adjunct instructor at a private college. Jay is a graduate of the Tennessee Law Enforcement Training Academy, and The National Forensics Academy. He earned his Master of Science Degree from the University of Tennessee Chattanooga in Criminal Justice Administration. Prior to joining the Univ. of Chattanooga Police Department, Jay was a police officer at The University of Tennessee’s flagship campus in Knoxville. With a student enrollment of 27,000 students and 8,100 employees. Jay was responsible for managing the department’s accreditation project and professional standards responsible for drafting all policies and guidelines and performed audits to ensure compliance.

James Podlucky joined Everbridge in April 2020 as an Industry Solutions Manager. James started his career in the emergency management field after graduating from Embry-Riddle Aeronautical University in Daytona Beach, FL. Throughout his public safety career, he has worked at the city, county, and state level. He is a Certified Emergency Manager (CEM), through the International Association of Emergency Managers (IAEM) and a graduate of the Master Exercise Practitioner Program (MEPP), as well as the National Emergency Management Advanced Academy (NEMAA) with the Federal Emergency Management Agency (FEMA).


Throughout his career, he has served in many roles within various Emergency Operation Centers (EOC) for flooding events, the United States presidential inauguration, tropical storms, winter storms, Hurricane Irma, Hurricane Dorian, the World Rowing Championship and most recently the COVID-19 pandemic. James has innovated emergency management business processes and data analytics to provide situational awareness and a common operating picture when managing critical events.


Safety Advisors for Educational Campuses, LLC (SAFE Campuses, LLC) is a social enterprise devoted to helping diverse communities establish safe learning environments. SAFE Campuses, LLC is composed of multidisciplinary experts in campus public safety, student affairs, gender-based violence, as well as alcohol and other drug abuse.
