Hurricanes are among the most destructive natural disasters that can severely impact communities. Preparing for and overcoming these storms often requires coordinated responses from various public sectors.

The speakers

Kelly Boysen, Assistant Vice Chancellor | Assistant Vice President Campus Safety

In 2020, Kelly accepted the position of Assistant Vice President for Campus Safety at the University of Houston. In this role, Kelly oversees departments of emergency management, environmental health & safety, fire & life safety and occupational health. Kelly first joined the University of Houston in 2011 in the Office of Emergency Management. By 2014, Kelly served as the Director of Emergency Management and coordinated incident responses during six federally declared disasters to include Memorial Day and Tax Day Floods in 2015 and 2016, Hurricane Harvey, Tropical Storm Imelda, Winter Storm Uri and the COVID-19 pandemic. Kelly also previously served in the Texas State Guard as Technical Communications Specialist, deploying to disasters and training exercises to support State and Local Authorities during State emergencies. Kelly has a Bachelor of Science in Meteorology from Embry-Riddle Aeronautical University, a master’s degree in applied Geography from Texas State University and holds a Certified Emergency Management (CEM) credential from the International Association of Emergency Managers (IAEM). Kelly is passionate about the Campus Safety Mission in order to promote a safe campus environment for all our UH community members to learn, research, work, live and play.

Aaron Funk, Operations Chief, Seminole County Office of Emergency Management: Sanford, FL

Aaron is responsible for EOC, Technology/Communications, Training & Exercise, and Logistics Management. He has experience in response/recovery to multiple presidentially declared disasters, both locally and through Incident Management Team deployments. He also has eight years of direct experience in the Emergency Management field, with previous military experience in the U.S. Army Infantry.

Brian Brindley, DoDEA Operations and Plans Team Chief

Brian Brindley has worked in the Department of Defense Education Activity (DoDEA) as a strategic and operational planner since 2012. His portfolio includes the DoDEA Emergency Management Program, which primarily targets achieving DoDEA school readiness to prepare for, respond to, and recover from an emergency event. A key element of the program is the use of the Everbridge system to enable school communication to parents and employees in a timely manner. Brian is a retired U.S. Army Colonel, serving 27 years as an Army logistician.

Brian Toolan, Vice President of Global Safety at Everbridge

Brian Toolan serves as the Vice President for Global Public Safety with Everbridge, Inc. In his role, Brian has responsibility over the public and employee safety strategy as well as emerging technology solutions. Brian served as the Technical Account Manager over the Statewide deployment in Florida & New York State. Brian is a subject matter expert in Public Warning, emergency communications, threat, and risk intelligence as well as employee and executive protection. Before Everbridge, Brian served a 25-year career in public Safety for the State of Connecticut, Department of Public Safety. Achieving the position of Operations Chief, Brian’s responsibilities included statewide emergency and disaster response.
