We are in, and will likely remain in an exceptionally complex and dynamic threat environment. The pandemic and a variety of socio-economic stressors have served to amplify a number of operational risks, including the active shooter threat. Despite the initial lockdown response to COVID-19, the number of active shooter incidents climb 20% in 2020 and is already 20% higher again for 2021. The record-high number of attacks continues a disturbing and dangerous decades-long upward trend.


The risk can come from someone spiraling up with anger and frustration related to the political climate, their employer's or school's position on vaccines and masks, or slowly reaching their breaking point due to pandemic fatigue. The current environment is flush with potential grievances, some of which will likely be directed at the workplace and educational settings.

He is a Certified Threat Manager (CTM), a Certified Homeland Protection Professional (CHPP), and a Board Certified Expert in Traumatic Stress (BCETS). He is a consultant and trainer for businesses, law enforcement, intelligence, and military organizations worldwide. With more than 30-years of frontline experience, Steve was a responder to both the 1993 and 9/11 World Trade Center attacks, coordinated crisis response efforts at the Northeast anthrax screening center, and worked on such cases as the Unabomber attack and Oklahoma City bombing. He is frequently called upon as an expert to the media and the courts, appearing on network and cable news and talk programs. He is the author of countless professional journal and magazine articles, as well as textbook chapters addressing human behavior in crisis situations.
